Cruelty to dogs continue in"world class city"

We should not allow cruel things happen to animals, for we are the caretakers of God's creation I pity people who does cruel things on creatures that doesn't have the power to overcome their predator.

*whatsuppaws

Cruelty happens in Cebu - an observation of how the city's stray dogs are handled. AND THEY WANT A GREYHOUND RACING TRACK IN CEBU?? If we cannot ensure that all DOGS are treated humanely, how will putting up of a greyhound racetrack with almost 1,000 greyhounds help the problem of dog-over population, sufficient rescue, rehabilitation, and rehoming of our own ASPINS, humane education, etc.
Cruelty to dogs continue in "world class" city
TO THE QUICK By Jerry Tundag (The Freeman) Updated July 20, 2009 12:00 AM

At about 4:15 very early in the morning of last Friday, July 17, as I was bringing the wife and kid to the pier to take the first trip of the Supercat for an unplanned trip to Leyte, we passed by a most gut-wrenching sight along Happy Valley road in Cebu City.

Three men were dragging a stray dog they had caught with a length of wire. The poor dog was twisting and struggling in the air because the men had raised the wire so that its feet no longer touched the ground.

The entire length of the tongue of the dog was flailing outside its mouth but I doubt if the poor animal managed to make a sound because the noose was clearly drawn very tight and was eating into the hide around its neck, effectively strangling and depriving it of breath.

As the dog struggled vainly to break free, jets of shit and urine burst from its orifices and I did not know if its was from the physical struggle for life or from its sheer terror and emotional distress.

In the back of my car, my nine-year-old daughter was screaming at the sight, horrified by what the men were doing to the dog. I did not know if she was crying, but I can sense the terror and the trauma in her voice.

I hurriedly left the scene because I did not want my daughter to see any more of this godforsaken atrocity committed by those three grownup men. As I passed by their vehicle, I saw that it was a Multicab owned by the Cebu City government by the logo on yellow background.

I was not able to see the plate number of the vehicle, though, because of my haste in wanting to flee the scene of such horror. Finally I was able to see with my own eyes what I saw only in previously published newspaper photographs.

A few months back, a similar scene was caught by camera and published in the newspaper. Based on what I saw from the published photo, I wrote a piece objecting to the manner in which stray dogs were being caught, using pieces of steel wire.

I also recalled previously published stories about how dogs caught by the Cebu City pound were being disposed of in case their owners did not show up to claim them. The hapless dogs were gassed to death using toxic fumes from the exhaust pipes of motor vehicles.

An official of Cebu City whom I believe happens to be directly responsible for the city pound wrote a rejoinder completely denying everything I wrote at the time. I was aghast at the denial, as if photographs would lie.

But God works in mysterious ways and the truth will always come out. No very long after that official vehemently denied the cruel manner in which the city pound was carrying out its campaign against stray dogs, it was placed on the spot by foreign animal rights advocates.

The foreign animal rights advocates happened to be in Cebu City at the time and made their own observations and drew their own conclusions. Among its findings — the stray dogs were being caught and disposed of cruelly and not in accordance with proper standards.

The official who issued the strong denial was compelled to own the shortcomings and promised to reform and change its methods. That was several months ago. Judging from what I saw with my own eyes last Friday dawn, no changes were ever made.

I would like to invite any and all animal rights advocates to come and visit our city, which is also known as the Queen City of the South, and visit our city pound to see for themselves, talk to the people around, and draw their own conclusions.

Of course, it may be that by the time they arrive, some changes shall have been made, in which case it is all for the better. But they must come, because it appears local officials who even drive non-Cebu City patients out of the city hospital, couldn’t care less for dogs.

By the way, this piece is not intended as an opposition to the city ordinance on stray dogs nor as an effort to interfere with the work of the city pound. I am just complaining about the cruel way in which the city pound carries out its responsibilities.

You become responsible forever, for what you have tamed.

Mayor Cortes adamant "nothing cruel about dog racing". New names added to the franchise: QUISUMBING of NORKIS (formerly franchise holders of Yamaha Motorcycles) .
Please pass on.

"Nothing cruel about dog racing in Mândaue"

First Posted 11:57:00 07/31/2009
  • Reprint this article

PROTESTS from animal welfare advocates in Manila have not deterred Mayor Jonas Cortes from supporting moves to put up a dog racing facility in Mandaue City.

Cortes said yesterday there was nothing cruel about dog racing in the first place.

Cortes said that the facility would bring in more tourists to Mandaue”which is in line with the thrusts of his administration.

"If they are worried that dogs will be killed when they retire from race, then I don't think they have to be killed because these dogs can be given or donated to those who want them," Cortes said.

"Wala ko'y nakita nga makadaot sa dog racing para sa siyudad (I don't see anything that would show that dog racing is bad for the city),"said Cortes.

He also pointed out that no one had filed a complaint against dog racign in his office.

Cortes, however, admitted that one of the investors to the dog racing facility currently being discussed in Congress was the Quisumbing family ”owners of the Norkis Group of Companies.

Cortes and Quisumbing belonged to the same political party during the 2007 elections.

"Even the (opposition- led) City Council is also supporting such dog racing," said the mayor.

He pointed out that Rep. Nerissa Soon-Ruiz of Cebu's 6th district, an ally of the opposition in Mandaue, is one of the authors of the House Bill creating dog racing activities in the Philippines.

Rep. Benhur Salimbangon (Cebu 4th district) (primary author) and Rep. Ferjenel Biron (Iloilo 4th district) are the authors of House Bill 5921 which grants The Fox New Millenium Amusement Club, Inc., a franchise to construct, operate and maintain a greyhound racetrack in any place within the City Of Mandaue."

The mayor however emphasized that he is awaiting results of the discussions in Congress and the Senate because it is only them that would grant franchise to such businesses.

"That is precisely why they (investors) asked for the franchise so that it would determined if the facility could be allowed," Cortes added.

The mayor, however, said he personally does not see any animal abuse in such activities such as dog racing.

"I even think that the horse-racing is more cruel because they (animals) are whipped," said Cortes in Cebuano.

"But it will invite more tourists and stir economic growth for the city."

Cortes said that with the dog-racing activity, tourists will come to Mandaue particularly those coming from Australia and Hong Kong.

The Philippine Animal Welfare Society (PAWS) in its position paper fought against the operations of dog racing facilities in the country.

"The new industry of greyhound racing will trigger the breeding of hundreds of greyhounds, more than it can place at race tracks. Racing afficionados will be motivated to produce "winning" dogs and will end up overbreeding them," said PAWS program director Anna Hashim-Cabrera in a written position paper.

"This is an inevitable scenario as can be shown in euthanasia statistics in countries which already have greyhound racing."

The PAWS also said that in the United States, about 20,000 surplus greyhounds are killed each year because they no longer qualify for racing.

There is also not enough homes for the retired dogs.

The advocates said that a greyhound's racing career is usually over at 3.5 to 4 years of age, and yet, its life expectancy is about 13 years old.

"The reason why the greyhound racing industry is inherently cruel is because it treats dogs as commodities, " said Hashim-Cabrera.

"It is a form of gaming in which the amount of money a dog generates determines his or her expendability. "

Aside from PAWS, other groups have already sent written petitions at the Senate where the Bills are pending for approval.

I take great exception to the mayor's comments, and speak from personal experience. As one who for the past 8 months has been deeply involved in recovering and relocating nearly 200 greyhounds that became expendable when Guam's greyhound racetrack closed last November(it had been losing money for several years), I can attest to the tragic results of 'giving them away to anyone who wants them'. Most of those treated in that fashion ended up abandoned, injured, starved and otherwise at risk of death. GAIN, Guam's animal advocacy organization, connected with rescue groups in the Mainland USA to save and relocate as many as possible. Many died before they could be saved, under the cruelest of conditions. As for the racing itself: it's quickly going out of style in most enlightened nations and regions, recognized as a cruel and barbaric 'sport'. Statistics are readily available on the Internet that chronicle the crippling and fatal injuries the dogs receive at the tracks. Vote against it!

shared mange remedies from paws' yahoo group

Below is Tin Choi's response to Kenny's story. Hope this also helps others who may have dogs that need treatment for their beloved pets' skin condition. =)

Kenny's mange treatment
Hello,

I saw your post on Kenny, the mangy lab, and I was just so touched by his story. I really hope he finds the loving home he deserves soon.

My own dog was diagnosed with demodectic mange a few months ago, and she was successfully treated with just herbs -- not because I was trying to save money, but because I really believed chemicals like Amitraz & ivermectin might do more harm in the long run.

You probably already know this but madre de cacao is a pretty well-known cure for demodectic mange. What we did was crush madre de cacao leaves to extract the juices, then heated it with VCO. When it started to boil, we let it cool, then strained the leaves out. The VCO/madre de cacao mixture, we "painted" on our dog's affected areas 2-3x a day. If Kenny's patches are really itchy, you can try adding some kalawag/turmeric as it helps soothe itchiness. For a more complete "recipe," you can check DTO and look for "Kalawag Potion" if you're interested in trying this solution (it includes other herbs like aloe vera, etc).

You can also help boost Kenny's immune system with vitamins like Vit B, C, E, and fish oil softgels. This is what I used to treat my own dog.

Hope I don't come off as preachy, it's just that so many people helped me when my own dog had mange, that whenever I see issues like this, I always try to share what I did to treat my own dog, in the hopes that it will help others well.

May I also say that I've been following your posts on other shelter dogs, and I really admire your passion in helping these unfortunate creatures out. I wish I could do more to help, but due to geographic constraints (I'm based in Bacolod), there seems to be not much I can do.

Once again, I hope Kenny (as well as the others) find the forever homes they deserve soon.

hi! i 'd like to share the treatment i used on maruh, my siberian husky who had the same affliction (when my korean neighbor left her with me).

this treatment was used by my friend on her mom's mouth sores and no treatment nor antibiotics seemed to work so they tried this simple herbal treatment.

crush several malunggay leaves and sift the juice using gauze cloth and generously apply to afflicted areas. your pet will surely lick the afflicted areas so be sure to use a safety collar. you will be amazed because the treated areas are almost dry the following day!

malunggay leaves are known to be wonder herbs because it's a "cure all" treatment for almost all afflictions of humans and pets.

update on fight against greyhound racing *late post

This is a very crucial issue and it bangs in the minds of people who really care about animal welfare..

*paws
Dear animal advocates,
Some updates on our lobbying to block Greyhound Racing:
1. There is another Bill
As can be gleaned from Ted's online petition, there is another Greyhound Franchise Bill in the Lower House called H.B. 5648 "AN ACT GRANTING THE SOUTHEAST ASIA GREYHOUND RACING CLUB, INC. A FRANCHISE TO CONSTRUCT, OPERATE AND MAINTAIN A GREY-HOUND RACETRACK IN RIZAL OR PAMPANGA OR
LAGUNA" so we need to lobby with our Congressmen, as well.
PAWS has already written to the Lower House and will send everyone more info in the coming days.
Meantime, please continue to ask friends to sign the online petition:
http://www.thepetit ionsite.com/ 1/save-the- philippines- from-greyhound- racing
2. Seven (7) senators now
Senator Biazon met up with us yesterday and gave his"word as a soldier" that he will vote no to HB 5291. The Office of Senator Villar also assured us that the good senator will be voting NO to Greyhound Racing Franchise bill.
This brings our list to seven (7) senators:
1.Sen Chiz Escudero
2. Sen. Gringo Honasan
3. Sen. Pia Cayetano
4. Sen. Miguel Zubiri
5. Sen. Jamby Madrigal
6. Sen. Rodolfo Biazon
7. Sen. Manny Villar
3. AAF Action
Our friends from Animals Asia Foundation (AAF) wrote a letter to the Philippine Government and launched a call for supporter action at their website at:
Thank you AAF!
4. Tune in to RX 93 (FM Radio) tonight
PAWS will be a guest on "H.O.T. on Thursdays" radio show
RX 93 (FM Radio) tonight, Thursday, July 16, 10pm
We hope to get the chance to talk about Greyhound Racing, as we talk about PAWS' other programs. =)

missing do;cocoa *late post

*paws

Dear everyone,

Just wanted to share with you a story about our missing dog Cocoa. This article was originally published in the Philippine Daily Inquirer last May 31.

We haven't given up on our search, and even sought help from the Spirit Questors last month. The Questors said Cocoa was still alive that time, but was sick and close to dying because he's not being cared for properly and is just locked up in a cage. They also sensed that Cocoa is somewhere in Paranaque, though they find it difficult to pinpoint where exactly. But we were impressed with their reading - details we failed to mention came up during the session.

We hope you can help us by forwarding the article below to all your contacts to raise awareness about Cocoa. We hope this reaches the woman who stole Cocoa and feels compelled to return him. We truly love Cocoa and we know nobody can love him as much as we do. He is happiest when he's with his family.

Thank you,

Trina

Waiting for Cocoa
By Katrina Yap-Sotto

Filed Under: Lifestyle & Leisure, Animals

MANILA, Philippines – The last time I saw our six-year-old dog Cocoa was on March 7.
My husband and I had brought our then two-month-old son to my parents' house in Parañaque for a visit. We were about to board the car when Cocoa licked my baby's toes and attempted to jump inside. Cocoa enjoyed riding vehicles. But since we were running late for our next appointment, I, amused at his effort, patted Cocoa's little head and told him, "Next time."

Now how I wish we took him home with us instead. How was I to know there would be no next time?

Two days later, Cocoa went missing. It was a Monday. I got a frantic text message from my sister early morning. She learned from our brother that Cocoa appeared to have "escaped" from our house. Assuming Cocoa was still asleep when she left for school, she did not make much of Cocoa not seeing her off.

I phoned our household help and asked that they alert the neighbors. It wasn't the first time Cocoa had wandered off. He had cruised down our street to play with his crush, a dachshund.

I was alarmed yet confident Cocoa would be returning shortly. After all, he knew his way home, was known to everyone on our street, and was wearing a dog tag bearing his name, our address and phone number. We produced "missing dog" posters offering a reward nonetheless.

No word

Two days after his disappearance and still no word, my sister reported the incident to our barangay (village). On her way home, some kids reported having seen Cocoa, who they thought was taking his usual stroll. We received the news well – at least he was still alive; the possibility of Cocoa coming home was still there.

A week later, we got a lead from a neighbor who claimed to have seen Cocoa in a hole-in-the- wall pet shop in Sucat. A friend rushed there to check. Sadly, the info must have come too late – the dog had already been sold two days ago for P10,000.

My heart sank. The pet shop had no documentation of the transaction – no receipts or paperwork; nothing. When asked who sold them the dog, all they said was an old lady they did not know. There was no way for us to confirm if it was indeed Cocoa.

But our neighbor was convinced. It seemed so unlikely for this store to have a black Pomeranian for sale, when the establishment isn't a pet shop to begin with. The location is dubious too. We live in a neighboring village, just a tricycle or jeep ride away.

Online mission

As weeks rolled by, the posters we had put up began to disappear. Some were removed as part of our village's efforts to keep the surroundings clean. Still, my husband and I would replace posters lost week after week.

We also distributed posters to veterinary clinics. We took our mission online too, writing blogs, e-mailing animal rights groups, friends and strangers. The online community has been very supportive, with people promising to keep an eye out for Cocoa.

It was also on the web that we got information that Cocoa was taken away by an old woman with a leash. This was before the supposed sale in Sucat. If Cocoa had been sold, sadly, our search brings us to what seems a dead end. We no longer have leads.

People ask me if I've given up on my search. How can I give up? Cocoa was more than a pet to us. He is family. Would you lose hope if it were your sibling that went missing?

I read the poem "Rainbow Bridge" hoping to find consolation. But there is none. "Rainbow Bridge" is apt for those who have lost pets through death. The pain of losing Cocoa is much worse than having a pet die.

We've lost dogs to illnesses and while painful, we were able to move on. Cocoa's case is different because I know he's alive. He's somewhere out there and I cannot be with him.

Heart condition

Day and night, I wonder – has his new family discovered his heart condition? That he has to be fed little by little, otherwise he'll choke? That he enjoys being held like a baby? That he finds enjoyment in playing hide-and-seek?

The pain of not knowing whether he is cared for or not is just excruciating.

I appeal to readers – if you think you may have seen Cocoa, please contact me. If you notice your neighbor with a relatively new dog resembling Cocoa, please get in touch. We're willing to take him regardless of what condition he's in, and we would buy him back in a heartbeat.

Wherever he is, we know well enough that Cocoa can manage to be happy. He's a happy dog. But I will say that no family can possibly love Cocoa as much as we do.

To my dear Cocoa, if only you can read, I love you. I will never give up on you. And I will continue to wait for you. I hope to see you again, in this lifetime or the next.

The author would like to thank the countless individuals who have dedicated their time and effort in helping search for Cocoa. You may reach her at trina992590@ yahoo.com.

no to animal cruelty *late post

"There is an Indian legend which says when a human dies there is a bridge they must cross to enter into Heaven. At the head of that Bridge waits every animal that that human encountered in their lifetime. The animals, based upon what they know of this person, decide which humans may cross the bridge.. and which are turned away."

None of us will really be able to tell if the said legend is true.

Meantime, what we do know for sure here on earth, is that PAWS has filed criminal charges ( for violation of RA 8485 or The Animal Welfare Act) against the following accused animal offenders:

1) Peter Abujabor, Jaypee Huerto and Godofredo Zamora - for attempted dog slaughtering or "katay" - NPS Docket No. XV-01-INQ 09F-00341 Antipolo City

2) Danny T. Sy, Efren Villacora, Allan Lim-it, Kittiya Boonyang, Timothy Dharmajiva, Phanuwat Nunthawat, Juliet De Leon - for dogfighting

Criminal Case No. 07-0793 Antipolo City Status: ongoing hearings, cross-examination

3) Lorenzo Sayson for illegal dog transport - NPS Docket No. XV-09-INQ-09F- 00382 Marikina City

- dog placed in sack and its snout and legs bound with wire

4) Joseph Carlo Candare for cat killing - Case No. E-05490 Quezon City

- according to his own blog and according to a witness' affidavit, Candare stomped a kitten to death in UP grounds

PAWS is also assisting in the filing of charges against

1) Man who beat his sister's dog to death in front of her - Pasay City

2) Man who killed his neighbor's cat by beating cat with a hammer- Malolos City

3) 19-year old who poisoned and killed two of his neighbor's dogs within the neighbor's yard using a silver cleaning agent - Valenzuela City

4) Man who shot his neighbor's caged labrador on the head (dog survived) - Pasig City

For those who may have witnesed animals (whether these are their own pets or not) being killed or hurt by cruel individuals, please help us make sure that it does not happen again by reporting the incident to the police.. Execute a witness' affidavit or a signed statement immediately after the perpetrators have been arrested.

If a witness or a person with direct knowledge about a crime refuses to execute an affidavit, there is very little we can do.

Remember, "All that is necessary for evil to triumph is for good men to do nothing ."

Animal cruelty is a crime . The Animal Welfare Act is a special law and requires no/only a minimal fee to file charges For inquiries or assistance, please visit PAWS along Aurora Blvd., Katipunan Valley, Loyola Heights, QC weekdays, between the hours of 4pm to 6pm, or email philpaws@yahoo. com.

Thank you.

PAWS Shelter: Donations of Supplies Needed

PAWS Shelter: Donations of Supplies Needed!

Donations of supplies for the shelter are always needed.

If you wish to donate supplies, please visit our animal shelter (directions and map at parc.mefindhome. org, or call 475-1688).

The following are the Most Needed / Urgent Items:

  • Cat food (dry cat kibble, any brand)
  • Canned cat food (any brand) - for baby kittens.
  • Newspapers - to line our Feline Quarantine cages and Feline Sick Bay cages, changed twice a day, so we need a lot! (A good idea for school projects: a newspaper drive for the animal shelter.)
  • Detergent Powder - for daily cleaning of dog runs, kennels, cattery, quarantine cages, etc.
  • Zonrox - to keep the animal areas disinfected and disease-free!
  • Dishwashing Liquid - for twice-daily washing of more or less 200 pet food bowls.

You may drop off your donations at the shelter during open hours, Mon-Sat 10am-6pm.

Our deepest thanks to everyone who has donated time, money, and / or resources to help out our shelter animals! You really do make a difference!

-From the people and animals of PAWS

When we wince at the suffering of animals, that feeling speaks well of us.., and those who dismiss love for our fellow creatures as mere sentimentality overlook a good and important part of our humanity. But it takes nothing away from a human to be kind to an animal. And it is actually within us to grant them a happy life … and a long one. On the heath, King Lear asked Gloucester: “How do you see the world?” And Gloucester, who is blind, answered: “I see it feelingly.” I see it feelingly. -Shaun Monson, Earthlings

LOCAL GOVERNMENT CODE OF 1991 (R.A. 7160)

I saw this on PAWS' site, then the saying "ignorance of the law excuses no one" came into my mind.

Excerpts from the LOCAL GOVERNMENT CODE OF 1991 (R.A. 7160)

Article 19, Section 489 states that "The appointment of a veterinarian officer is mandatory for provincial and city government".

Article 19, Section 489.3.iv further states that the provincial or city veterinarian shall: "Enforce all laws and regulations for the prevention of cruelty to animals"

The above provisions of the Local Government Code is clear. If your city or province is without an officially designated city or provincial veterinarian, please write to your respective local officials, regarding the need for such a person with the said designation, who will be mandated by law to look after the welfare of the animals in his/her jurisdiction.
