hi i just want to share a story to everyone to be careful of dogs even
though you know them, sometimes they can still attack you. In our area
there are a some stray dogs that roam around and aren't the type to
care about people around them so everyone of us is ok with them. but
there's this one dog that is owned by a neighbor who just let's their
dog run around on the street, we called the dog Kulit even though we
didn't know what it's real name was.. or if it even had one. at first,
it was ok with people passing by and seeing other dogs walks past it.
our maid always takes our maltese outside to walk around and while she
chats with other maids & their dogs that dog just looks at them and
just walks away. but one time while our maid got busy and didn't have
the time to walk the dog outside. the one they always walk with in the
afternoon decided to just walk around on her own with her dog. then
suddenly Kulit, the dog who lives by the end of the street suddenly
stared at the dog and the maid. the maid being scared that her boss'
pet would be bitten carried her dog and walked away slowly, and then
the dog just bit her thigh, she bled walking home. we found out the
next day that she was bitten and that Kulit who had an owner didn't
even had any anti-rabies injection. the maid got scared and reported
it to the barangay. the owner of Kulit paid for the rabies shots and
promised the barangay that they'll keep him inside their gate so he
won't be attacking anyone again. but then just 3 or 4 days, Kulit was
out in the streets again. i don't know what the owner was thinking
letting their dog outside the streets without any shots. and just this
week, my maltese and the one taking care of our dogs, got chased by
Kulit to just a few meters from our gate. he tried to defend himself
with the dog by throwing his slippers but still it didn't work. they
were almost the second victim. i told the guy caring for our dogs that
if he wants to walk the dog outside he should carry a stick just in
case for precautions.

Thank you for sharing this, Akihiko. Owned dogs shouldn't be
allowed to roam on the streets unsupervised / unleashed , otherwise, they are already classified as "stray dogs". Stray dogs will be rounded up by the Animal Control or City Pound personnel.
The owner of Kulit has violated / is violating many provisions of the Anti-Rabies Act (RA9482) and the dog is an accident waiting to happen. Kulit is also a potential target for cruelty.
